According to the source, Sony is planning to introduce a serial system for Blu-ray disc. For example, after purchasing your PS3 game, you will need to activate before you can play it--similar to PSN purchases; the activation is good up to 5 times. The only question that I have is, how are you going to activate a PS3 game if you don't have Internet access?
