More information coming from Kmeaw that he has been working on this new homebrew called Homebrew PKG Repository (HPR). This HPR is designed to allow you to download and install homebrew PKG files directly from your PS3. It is possible that HPR could be built into a future custom firmware as well. The project is as ongoing process and more updates will be available soon. As for right now, HPR still requires a master server before the app will work. Click below to read more in our forums.
